Update

Endnote # 75 erroneously attributes the following statement to Mr. Mark
Madison, Director of the Stockton Municipal Utilities Department, per a
personal communication on July 27, 2004: "Mayor Podesto and the
Stockton City Council did not adequately engage the citizens of the Stockton in the decision-making process. As a result, public outcry was far stronger
than anticipated, and the city became embroiled in a costly lawsuit." This
statement was an editorial opinion expressed by the writers of this report,
and in no way represents the views of Mr. Madison. We apologize for this
error, and request that readers of this report please disregard Endnote # 75.
